It will not aid anyone. Most of the money will end up in the wrong pocket. Why not the UN setup a benefit program for unproductive countries like applying for unemployment funds. Where you have show the government you are actually doing your best to find employment to receive any benefits. Why should well manage productive countries pay for useless unproductive countries for not even trying.

From my experience working in a number of NGOs is that 60% of funds go to administration and 40% to recipients.
