Florida has the lowest case rate in the nation.

Nope, not based on the 7-day average ending December 4. Go ahead and divide the number of cases by the populations of each state. Florida's infection rate is far from the lowest in the US.

Norwegian Cruise line is getting around the Florida law by asking passengers for proof of vaccination once underway where they are no longer bound by Florida law. They sued Florida to have the law overthrown but the suit is still working through the court system however they made it clear to Florida they would relocate their ships if push came to shove. For now they ask for proof of vaccination once the ship is outside of Florida.

On a cruise ship you can assume that everyone on board is infected, so it should be a good test for the severety of symptoms of the virus strain they have there. Lets skip the hysteria and wait for results.

Lets not confuse terms here: "infections" to not equal "cases", and "cases" do not equal symptoms, or problems.

And NOBODY knows the "infection" rate anywhere, except in situations like a cruise ship, where you can monitor everyone.

Infection cases do mean the number of infections by definition.

A whole field of science is devoted to the methods to calculate things in a population from information detected on a sample. For all practical purposes a study of an adequate number of people can let the experts extrapolate things like the infection rate of the population they belong to.

Norwegian has a 100% vaccine requirement policy. Everyone onboard their ships are fully vaccinated, no exception.

Other cruise lines allow children too young to be vaccinated(Below 5) to get onboard with on site PCR test, but Norwegian's policy is no exception allowed, unvaccinated children stay home.

Because of vaccine mandate policies of cruise lines. Everyone onboard who are 5 and older are fully vaccinated, no exception. The only exception is Norwegian, which bans all unvaccinated children.

Norwegian Cruise line is getting around the Florida law by asking passengers for proof of vaccination once underway where they are no longer bound by Florida law. 

Florida law is rendered useless because all the destination countries are demanding proof of vaccination to enter. Hence cruise lines can now demand to see the proof of vaccination at the time of boarding, because their travel destinations demand it.

If the destination countries didn't demand to see the proof of vaccination, then Florida anti-vaccine passport law is enforceable, but not when the Bahamas, Jamaica, and Mexico demand proof of vaccination to enter.
