Crowded prisons would be vulnerable to a virus outbreak....
More hopelessly, the rollout uses Sinovac whose efficacy is coming under question. It is suspected that Chinese vax is responsible for outbreaks in countries where the vaccination rate is high.

At least in the Philippines a President gets one six year term and that is all. No incumbency, no re-elections possible. One and done. He will leave office in June 2022 and someone else will serve as President of Philippines.

Those shootings are really a sign of weakness and insecurity. Machismo is a sure sign of weakness and insecurity. A well adjusted leader of the executive branch would rely on the police, the courts, the legislative branch and public health officials to deal with a drub problem.

I understand his frustration, but educating people is the way to go, not forcing them to get the vaccine. If they choose to not get it, let them not get it, but issue vaccine passports so their ignorance will infect the rest of us to a much less degree than if they are able to roam free wherever they want.

Duterte, this is not a bad idea! We have had enough that conspiracy theory about vaccination for long time! People refuse vaccination of all reasons were extremely selfish, they possess a threat to themselves and others!

The NYT reports that as of June 22, 2021, only 2% of the Philippines have been fully vaccinated. Is the problem that 98% of the people don't want whichever vaccine is being offered, or that vaccines are not yet generally available?
I would point out that at this time we have found out that some of the vaccines being offered don't work very well, while some work very well indeed. I hope that the vaccines in the pipeline for The Philippines will do the job.

In total, 6.5 million doses of (infamous) Sinovac have been received by the Philippines. But President Derterte must have taken a Pfizer or Moderna :P
