It is unfathomable why any Bank of England Governor, would speculate the economical comparison of apples and oranges. i.e. the long- and short-term economic effects of Brexit, in compassion to the pandemic   

The randomized response procedures in building a statistical model, qualifying even the short, let alone the long-time simple random sampling is an exercise in the non-sensical.

The multitude of economic, monetary, fiscal, future Government responses and their impact to either Brexit or the Pandemic, then to factor in the effects of a vaccines runs into the hundreds of millions, of statistical variables,  it is incalculable, so at best a wild guess.  

Bank of England Governor Andrew Bailey…..

"Well, I think the long-term effects ... Brexit would be larger than the long-term effects of Covid-19, It takes a much longer period of time for what I call the real side of the economy to adjust to the change in openness and adjust to the change in the profile of trade”

Continuing …..

The Political independence of the Bank of England is crucial and sacrosanct to determine UK economic future.
