Congress needs to do their job and set clear immigration rules ---in law --- . Put an annual cap, so the people who are invited can actually get in, be helped, and make their American dreams happen.

Just because 100 people knock on your door daily, that doesn't mean you have to let them into your home, feed and cloth all of them, until they can stand on their own. Congress needs to set reasonable limits.
