These illegal refineries are very small. They are also pretty common around the less developed world. They are one of the ways, for example, that Daesh financed its war against Iraq and Syria. Very sad. No one should be burned alive for a few pence

Their corrupt government leaves them with almost no way to make a decent living honestly. If it is not illegal refining it is oil theft or piracy they turn to to feed themselves.
