I had no idea there was any country where you could build and operate anything as big and stationary as an Oil Refiney illegally. Sort of like running an illegal major airport.

These illegal refineries are very small. They are also pretty common around the less developed world. They are one of the ways, for example, that Daesh financed its war against Iraq and Syria. This link describes illegal refineries in the Kurdish region of Iraq. I chose it because it has a good image of one showing just how small they can be.

Very sad. No one should be burned alive for a few pence

Their corrupt government leaves them with almost no way to make a decent living honestly. If it is not illegal refining it is oil theft or piracy they turn to to feed themselves.
