Most likely no sprinklers in the building to prevent fires from spreading. That looked like one seriously hot and out of control fire.

First, built in 1971, splinkler Laws took effect in 1974. It was the choice of the owner to install them and probably a hike in rent as well. Also, it's an apartment, not a hotel. A hotel would require a sprinkler system with any upgrading or remodeling projects.

It may appear ugly, but here is a simple solution. Attach a connector to the water supply under the sink that cannot be tampered with. Attach a pipe to the wall that goes to the bedroom or other room and put a heat sensitive sprinkler at the end that is attached to the ceiling. Prefabricated materials for a 1000 room complex can be done for less than the cost to call the fire department and the loss of income from rent. The pipe won't be pretty, but some interior designer will have a solution for that problem.
