According to the Russians themselves, it's as a result of even larger military build ups on their western border. Any attack will be repulsed and then some but they aren't going to start it.

When Russia doesn't invade, as they have said, Biden will claim that his blustering scared them off. If the US causes some incident and they do invade, Biden can claim "I told you so." He is risking nuclear war just to get the Democrats' poll numbers up. And to think they said Trump was dangerous.
