Everyone living there knew the risks. They are adults and chose where they live. Disasters are why we have insurance. Insurance rates are set based on risks, so if your insurance rates are very high, it is clearly because the risks are high.

I personally made the choice to move away from a place prone to hurricanes and massive destruction. It was my Darwin Test. I passed that test the day I moved to 1000 ft altitude.

After 30 years we sold our Florida family condo. I can stop worrying about hurricanes every year.
