The models pays for the violation of standards of the industry and the basis of their employment? Is that upside down?
Kagemusha
The law aims to change the standards of the industry so with any luck nobody will be getting fined.
In fact we shouldn't even be concerned with a fine when the result of the current industry trends is both damaging to the models and damaging to the public.

Not to take sides, but it says: "The bill stipulates that models must obtain a medical certificate" and "Breaches of the law will be punishable by up to six months imprisonment and a fine of 75,000 euros ($82,000)."
So, a 'doctor feel good' relationship, among other not hard to imagine possibilities, provides the rubber stamp certification and no one is the wiser.

Well we all know how corrupt certain doctors are, models still sporting the "skincare by Heroin" look will still be able to circumvent the problem with a rubber stamp.
The root of the problem is the wierdo designers that want their female models to look like twelve year old boys.
