same as in many other states. For Pennsylvania, they said its not fair to investigate only the people they can identify on video- so they chose to investigate no one. At least Georgia appears to be putting something more solid into place than that for 2022. (because their governor wants to keep his job in the election coming up)

The goal of the law seems to be to prevent "bingo nights at the church" turning into "how to vote" events, complete with ballots. This really isn't easy, since only people who requested absentee ballots would get them and the number of ballot drop-off locations has been drastically limited by the GOP when they passed laws last year to make voting harder.

The GBI isn't partisan, but it does lean right. I've never had any fear when dealing with GBI officers. I know a few socially through friends and from the gun range. Some are brilliant. Others, not so much on specific topics. Their IT guys are hit-and-miss. Just depends on the specific topic and technology involved. They have a difficult task in understanding the often vague laws passed by the legislature ... which is mostly b-level lawyers with little technical skill.
