No. Japan did right thing by not refusing visits by general Chinese people. Japan only failed to handle the situation correctly. Japan should continue to receive visitors from China or anywhere else.

He was a tourist from China, not a French National /citizen who was of Chinese descent.
The universal healthcare is probably focused on French citizens, not those from other countries.
Russia is entirely in it's right to prevent travelers from China at this time. It should however retrieve any Russian citizens coming back from China or affected areas and put them in mandatory 14-20 day quarantine. It would make sense.

Japan should have stopped people from Hubei Province from entering at least a week sooner than they did.

Every country has a different approach to this kind of problems based upon many factors (could, should and would) in situations, circumstances, conditions and environments. It is difficult to say one way is the best way or the worst way when the options are too many and there are very little current and useful factual data to determine the right courses of action, except past data and experiences which is constantly being negated. So the actions are by "assumptions" by necessity and with everything from health, safety, well-being of individuals to economic, political as well as current and future survival of mankind to consider and evaluate.
Given that, this is no longer an epidemic, but a pandemic.
Each country must first protect its citizens and the country, then the entire world.
Russia did what it determined was needed and required. Good for them.

Was he turned away because he could not pay ? because he was chinese ? because he was just seen as a patient with a simple flue and they did not think of the corona virus at the time? etc
Eitherway, 100% universal health care does not mean you don't have to pay anything.

Not likely in the very near future. The infection and death rate within China dwarfs all other countries including Japan.
That applies to anybody from anwhere with elevated temperatures.

It will be interesting to watch how this might affect The Russia-China relationship. Xi had called Putin his 'best friend'. Russia's Eurasian Economic Union continues to expand, as does China's Belt and Road. Will the two empires compete or co-operate. China could be made more vulnerable in many ways as a result of the spread of COVID-19. Russia has the oil, gas and coal China needs.
COVID-19 is a black swan with the potential to affect global relationships.

How long will it be before Japanese are refused entry to foreign countries?
Already, Thailand will enforce quarantine on Japanese people showing elevated temperatures...
