.... a "serious outbreak" based on 7000 "infections" with no indication how many of the infected actually have serious health problems from it.
Meanwhile, in Communist China next door, the virus has been officially defeated, and the country runs normal with no lockdowns.
So does the virus respect the Chinese border controls, or are we looking at a media choice --- if you hype it up, it is a problem, if you ignore it, it is not.
Fighto!
And if you believe that, I have a nice tower in Tokyo you might like to buy.

Fighto!
So what do YOU believe? Has the virus been defeated in China, or not? If not, China demonstrates that it is possible to have a normally functioning country with the virus still out and about.

WilliB:
Are you talking about the China which is next door to communist Vietnam?
No one ever said the virus has been officially defeated in China, not even the Chinese themselves. Maybe you were the one who said it. What the Chinese have done is get the pandemic under control. There are occasionally small outbreaks, but unlike some countries I could mention, they take swift measures, just like NZ, Taiwan, Australia. Oh, and like communist Vietnam.

China has lockdowns and testing of 1M+ people almost every week.

Guangzhou and parts of Beijing https://www.nytimes.com/2021/06/09/world/asia/china-covid-lockdown.html were locked down last month too.
Smaller cities are probably less able to get the news out due to the CCP total control over news distribution in CCP-China. I'd bet hundreds of smaller cities have been in lockdown for a few weeks each there.
It turns out that the Chinese-made vaccines aren't very effective against the delta variant. https://www.scmp.com/week-asia/health-environment/article/3140979/coronavirus-thai-doctors-want-pfizer-vaccines-amid

Indeed! The one with the border that is miraculously respected by the virus.
And while Vietnam calls itself communist, it is certainly not the imperalist power with a dictator-for-life that CCP China has become.
We are talking about the CCP government here, not "The Chinese". Conflagrating the two is something that the CCP wants we all should do, sad that you fall for that.
And yes, the CCP has very much declared the virus defeated. In the CCP media like the Global Times, you only read about sporadic Corona infections, typically brought in from abroad and quickly eliminated. CCP China is open for business, while the rest of the world is covering in panic and Big Media play whackamole, with one country after the other brought to the headlines. See the difference that a media narrative makes?
