Taking an oath of office is normal. The Hong Kong District Council oath (which can be given in English):

The District Council Oath

I swear that, being a member of the ____ District Council of the Hong Kong Special Administrative Region of the People’s Republic of China, I will uphold the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China, bear allegiance to the Hong Kong Special Administrative Region of the People’s Republic of China and serve the Hong Kong Special Administrative Region conscientiously, dutifully, in full accordance with the law, honestly and with integrity.

Seems fine, until it is realized that this oath doesn't differentiate between trivial laws and high-laws. For example, the Commonwealth of Virginia has this oath:

"I do solemnly swear (or affirm) that I will support the Constitution of the United States, and the Constitution of the Commonwealth of Virginia, and that I will faithfully and impartially discharge all the duties incumbent upon me as ____ according to the best of my ability, (so help me God)."

The slight difference about "in full accordance with the law" in the HK oath is the issue and a key difference. There are times when unjust laws have to be violated in the search for justice.
