I feel the West should have done more to prevent what's happening to HK, but on the other I have no idea what. Harsh condemnation means absolutely nothing to people like Xi.

If the EU, US, Canada, Japan, Australia and UK all decided to impose a trade and travel embargo on China the Chinese would have no choice but to change. Without the US and EU markets the Chinese economy would be crippled.

One other thing the US could do, but this would be a near-nuclear option, would be to prohibit Chinese firms from doing business in US Dollars or using any aspect of the US financial system.
