FRom the pictures that were selected for the article, you'd feel that was reasonable.

But there are other pictures, from just a bit higher of a vantage point, covering a wider view, that make it clear that there were more people out on the streets of Baghdad demanding that the US leave Iraq than there ever were on the streets of Tehran demanding Ahmadinejad leave office, and Japan Today officially and consistently designates that as consisting of 'millions'.

Seems that Trump isn't the only one who can look at two sets of large crowds and proclaim the obviously bigger one to be smaller.
