The Constitution requires lawmakers be “present” for most action. 

With an out-of-touch from reality imbecile I’m the WH, Congress’ voice needs to be heard more now than ever.

The U.S. Congress certainly has the authority to change the U.S. Constitution, provided they have enough constituents voting to ratify those changes.

Correct, but it’s not necessary to actually change the constitution to implement legislating via video link.

Chip Star - Correct, but it’s not necessary to actually change the constitution to implement legislating via video link.

The U.S. House would have to physically meet (in chamber, in committee, in the cloakroom) in order for U.S. Congressmen to change the House rules so they wouldn't have to physically meet, and vote, in person.
