I agree, but he also needs to include himself and his nation, the other-side-of-the-Gulf theocracies like Saudi Arabia and the UAE, his partner-nation Russia, European states including the UK, France, and Italy, China and all other states involved in ME oil and gas trade.
The blame lies with the fossils that have run the global fossil economy for the last century plus. As long as the globe remains dependent on burning so much oil and gas, expect there to be 'insecurities' where huge amounts of oil and gas are found.
