It isn't just about nukes. It is about supporting terrorism world-wide.
Stop the nukes AND supporting terrorism, then the sanctions can come off. This is a transactional thing.

Big middle finger to the mullahs. Verifiably end the nuclear weapons program first, meaning no fooling IAEA inspections with no restrictions on where they can inspect, no games, complete transparency. Otherwise no deal.
