Someone asked who is attacking oil tankers in the region.

Given the vulnerability of such tankers, probably someone who doesn't have any, but who would love to see at least one of the nations that do not able to ship oil.

Given the outrage that being caught doing so would cause, someone with submarines, and used to committing outrageous acts and escaping penalties even when caught red handed.

Now, the list of countries that meet those conditions is short, so I'll leave it to you to decide which of the less than handful it is.
