You think the Gulf nations, where most of the money radical extremists like ISIS get their money from will join in this effort? I doubt it.

As always Shia against Sunni and unhappy Shia and unhappy Sunni together against first two. And it goes for 1000 years and it will never end.

Hope they do not surround Ramadi completely. That would force IS members to blend in with the populace, and/or try to move undetected towards Baghdad.

So what is the aim of the Iraqi forces, to kill them all, or to retake the city?

In the Chinese Art of War, you always leave one avenue of escape for the main body of the enemy, if you wish to take a city.

The aim of the Iraqi forces is to resupply. They will make a fake attack then turn tail dropping their weapons. ISIS will collect the weapons and resupply will be complete.
