"The announcement came in the latest issue of the Sunni Muslim jihadists’ English-language magazine, Dabiq, distributed on Twitter." - article

ISIS continues to show there is no plan, just death, and probably very poor accounting practices.

They are just criminals. Why hasn't the UNSC voted on an open season on them with no bag limits?

Haven't Daesh already shown that they aren't going to fulfill their part of the bargain when it comes to hostage negotiations? Who in their right mind would listen to them?

Can you give more information on this? When did the not fulfill their part of a bargain?

With questions over when the hostages have been murdered, before or after the videos have been aired, if it's true that the hostages have been murdered before then that means it is impossible for Daesh to fulfill their part in any bargain that may be made.

As you said there are questions, but not necessarily any proof. So based on the answer you gave, the answer to your original question is that no, they haven't necessarily shown they won't fulfill their part of a bargain.

No matter how this situation came about, there is no excuse for the barbaric behaviour going on over there.

Point taken. Still though... if they themselves can't or won't provide the evidence... that tells me they aren't willing and shouldn't be listened to or bargained with in any way whatsoever.

Wasn't me who thumbed you down either. Not sure what that's all about.

The Prime Minister of Norway has also stated no ransom will be paid to ISIS. Her statement: "We cannot give in and won't give in to pressure from terrorists and criminals. Norway does not pay ransom."

However cruel and sad this is, giving in to terrrorist scum demands only funds escalation of their murderous and destructive actions. Isn't it about time more countries, especially Muslim nations speak out, condemn and unite in using the same methods IS uses: elimination of those who enjoy cowardly elimination of fellow human beings and their culture?
