So why wasn't yesterday's headline, "Militants fire 4 rockets into Israel unprovoked"? As usual, the headline only comes when Israel responds, and the headline always focuses on Israel which gives the impression they acted first.

That is a very interesting point, that we only hear about attacks against israel when it is being used as an excuse to "retaliate".
