Many individuals who left the USSR prospered in the countries they moved to, perhaps those who have remained in Russia are not capable of thinking for themselves and need the state to do the thinking for them. It could be North Koreans have been so thoroughly brain-washed they would not be able to make it outside the North Korean fortress. While living in the Arabian Gulf, I watched North Korean workers employed in construction and they seemed to make great workers. But when they were out in public on their day off, seemed totally at sea.
