Us would have done an Iraq or Afghanistan to the Kims by now had they not been nuclear.

A result of Stalin and the USSR establishing a cult of personality that carries on today in Pyongyang with a similar version in Moscow. At least in democracies where free elections are held and politicians abide by the law, citizens can vote in or vote out their leaders. North Korea is stuck with a Kim family member as ruler maybe forever, Russia has Putin running the oversized gas station until 2036. Both North Koreans and Russians seem to understand only big brother led totalitarianism, and lack the ability to change their respective systems. Many individuals who left the USSR prospered in the countries they moved to, perhaps those who have remained in Russia are not capable of thinking for themselves and need the state to do the thinking for them. It could be North Koreans have been so thoroughly brain-washed they would not be able to make it outside the North Korean fortress. While living in the Arabian Gulf, I watched North Korean workers employed in construction and they seemed to make great workers. But when they were out in public on their day off, seemed totally at sea.

Is war preferred to sanctions?

How about every nation be "nuked up" so that any war will be a nuclear war, will that scare everyone enough to stop all wars?

How do you deal with a regime that demands total control on all aspects of life and wants control of what you think as well?

In a speech at the major event, Kim said that while the primary role of the country's nuclear weapons was as a deterrent, they "cannot be bound to only one mission". "If any force attempts to usurp the fundamental interests of our country, our nuclear force will have no choice but to carry out its second mission unexpectedly," he said.

To be clear, he specifically said:

In particular, the nuclear forces, the symbol of our national strength and the core of our military power, should be strengthened in terms of both quality and scale, so that they can perform nuclear combat capabilities in any situations of warfare, according to purposes and missions of different operations and by various means.

To cope with the rapidly-changing political and military situations and all the possible crises of the future, we will advance faster and more dynamically along the road of building up the self-defensive and modern armed forces, which we have followed unwaveringly, and, especially, will continue to take measures for further developing the nuclear forces of our state at the fastest possible speed.

The fundamental mission of our nuclear forces is to deter a war, but our nukes can never be confined to the single mission of war deterrent even at a time when a situation we are not desirous of at all is created on this land.

If any forces try to violate the fundamental interests of our state, our nuclear forces will have to decisively accomplish its unexpected second mission.

The nuclear forces of our Republic should be fully prepared to fulfil their responsible mission and put their unique deterrent in motion at any time.
