Las Vegas and Nevada in general are up to their eyeballs in pro-gun culture. There's a big gun show (you know, those places where unlicensed sellers sell guns without background checks) just about every weekend. Actions have to align with words, Nevada.

Nevada, like all US states, needs to have the gun industry and gun owners pay for the costs associated with gun related crimes and gun related accidents.
Non-gun owners pay higher taxes to cover police and emergency responders, plus hospital and court costs, among other public services each time there's a shooting of some sort. Make the gun industry and gun owners pay more in taxes.
Why should non-gun owners, the majority of Americans, continue to subsidize people who continue to put lives at risk?

One lady came out of coma , and walked, but there are many others still in coma. FBI and local agencies are still investigating motif, etc.

There are people who were killed. Zappo Inc. will pay all funeral costs including grave sites and cremation. There are ten dollar T shirt sales that memorize events and all revenues will be donated to victim fund that is handled by sheriffs' offices.

A state with Billions of dollars floating around that you can win in an instant and a city that was founded by the mob, it's not hard to see why all of these are reasons why Vegas has a strong gun culture.
