South Korean President Moon Jae-in, yes sadly, he is still in office, spent 5 years appeasing a tyrant, a dictator hell bent on turning Japan to a radioactive wasteland. That replies to his opponents with a flame thrower who politically burp in the wrong direction.

North Korea can't. North Korea has a total of 300 artillery pieces able to reach Seoul. The ROK has a counter artillery radar network running the entire length of DMZ able to calculate the origin of artillery fire while the first shell is still flying and automatically launch a counter-artillery fire, so there can be no second shots. 300 artillery pieces able to reach Seoul aren't reloadable by humans due to the weight of rocket rounds and must be reloaded by a crane anyway.

By 2030, the North Korean artillery issue may become a moot point because the ROK's Super Iron Dome able to simultaneously intercept thousands of incoming rounds is scheduled to go operational. The ROK's air defense is second to none.
