She should be arrested. Making a flight turn around and be cancelled should land you in jail AND on a permanent no fly list.
Air travel is not a right.

Perhaps a touch of over-reaction? If the passenger's behavior was so heinous, why was she not arrested or charged upon return to Miami?
Seems like security theatre gone wild again. 130 passengers inconvenienced for no reason. There is no evidence the passenger was violent or dangerous, after an hour unmasked the damage is done to the 'cleanliness' of the plane, so the logical thing to do is continue on to London and deal with her there.

The police were asked exactly that by a CBS local reporter. They replied they don't enforce mask mandates so there was no criminal offense chargeable under Florida law. A Federal Prosecutor would have to file charges The airline however could sue the passenger for the cost of the diverted flight, the cost of the gate at the destination airport that was not used and the cost of putting all the passengers up in hotels that night and their taxi rides to and from the airport.

CBS reported the passenger was disruptive. Refusing to wear a mask is indeed dangerous as it potentially exposes others to the unmasked passengers germs.

ridiculous mask rule, but the passenger agreed to it by buying the ticket. She should have waited til arrival in the UK, where this nonsense now has stopped (thanks Boris!)
