Although I agree with your sentiments in general, the CCP don't have 'political opponents'. They are nudging Macau back on the road to Communist purity. That excludes casino resorts. Lockdown will give citizens the opportunity to skill up on the careers that the CCP give their blessing to. They are likely to have a bit more than a week.

Just another case of "leaders" feeling the need to show that they're "taking solid action" ... lest their political opponents accuse them of "not doing anything."

In this instance the audience is not the local people of Macao but the top leadership in Beijin

Casinos are an unnecessary expense anyway,

How so? Absent government intervention such as this or the Trump management touch ^_^ most casinos in the world are very profitable businesses that generate revenues for their host communities.
