Hezbollah feels no allegiance to Lebanon. None whatsoever. They consider Iran's leaders to be theirs. They view the government and Army of Lebanon as a tool for their use but not a part of Shiite society. Hezbollah has its own military, police, school system and social services that operate completely outside of the Lebanese government, funded largely by Iran. Mr. Macron is going to grow callouses on his forehead from banging his head against the wall trying to deal with Hezbollah. They are both stubborn and have enough Tehran supplied arms and money that is outside of anyone's control but Iran to be defiant and get away with it.
