As with all other nations, formal application must be made before they leave their country unless in dire situations. Migrants are not immigrants and they are not refugees.
The first mistake is to "assume" that someone is a refugee.
The second mistake is to believe that all countries MUST take in refugees.
The third mistake is to forego or use loose vetting system for refugees, immigrants and migrants.
The fourth mistake is to have safe houses and sanctuaries for illegal or undocumented or vetted and declined refugees, immigrants and migrants.
The fifth mistake is to feel "guilty" about not allowing people to enter one's country.
