3g if consumed will easily kill you or cause a serious freak out. A boiled sweet like that is likely 3g so the whole thing will be almost solid meth. Thankfully it will also taste like solid meth, which is very different to flavoured sugar, and you'll know it when you taste it.

Unlikely. Drugs are expensive, and they make a lot of money when sold. Likely a dealer left them around the house on the table or something, to distribute to customers later, and their partner or roommate confused them for real candies and have them to the food bank.
