I think this is a typo. They actually said that this would "draw a powerful unclear response from Pyongyang."

The one thing the regime in Pyongyang wants to do is live a long time. Acting on bluster like this would be a sure-fire guarantee that this wouldn't happen. One has to ask, who's really in charge up there? And are they really that suicidal? This is a starved nation, living on ideology alone, and whose population might publicly flag-wave and cheer, but all they really want a decent meal, some fresh water and a life free of lunacy.

Now it's happening again. NK open themselves up to this stuff every time.

(1) NK threatens to do something. (Just like last time.)

(2) Something then happens, and

(3) NK denies doing it.

(4) Only one in a thousand people believe the denial. Duh...

Even if there is some mysterious 3rd party that steps in and makes it look like NK did it each time, whose fault will it be? NK are surely not that stupid.

I'm trying to think just exactly what a one sided unilateral "nuclear war excercise" entails. But for that matter, I can't figure out how a "nuclear deterrence" can be used when no one is attacking you either.
