So the North claims its citizens are held against their will while punishing their families for their defection?

Something does not jibe and I am not necessarily saying its from the side of the North.

It does make sense to ask for the return of only ~20% of all those who have fled N. Korea. Just imagine the scenario of a nationwide massive deflection, the return of just a few million ( soldiers only ) would make the small population much easier to support & increase the social & financial burden of the south -- who will collapse first ?

PT - your comment is not understandable. I've perused your other entries, and your inability to communicate in English is painfully obvious. Nevertheless, I offer you this food for thought. Why would anyone want to return to Hell? You don't need to use your imagination when the reality is that 2 million - nearly 10% of the population - are starving right now. To return a few million more sounds rather Stalinesque. Did you get that gameplan from Mao's book of wisdom?

They should stick to fattening up the Young Leader some more, instead of wondering why their own population wants to get out. Anyway, we all know what would happen if some poor sod would drift into NK territory. If lucky, they would be thrown in jail as spies and if unlucky, he or she would be shot on the spot as they did with some unfortunate SK tourist.

NK is using the same "logic" that the Soviet Union did during the cold war: "We are a worker's paradise! Why would anyone in their right mind NOT wish to stay here?!"

They are incapable of dealing with the concept that their form of government only "works" for the top-tier of government and the rest of the population is figuratively left adrift.
