No one is above the law, including the Pelosi's. The guy's own brother died of the actions of a drunk driver, that should have been a metaphor for this guy.

Why two hours. Procedure is injure are assessed first by the Ambo,s. The geriatric would of got first attention and assessed, Knowing if he draws out the assessing by faking a bad neck etc and kill time it in his favour . When Ambo,s are finishing assessing he is pass over to police. The police took a road side sample and was over. So really everyone is treated the same and most people in same position would try and drag out this procedure.

I was curious as well how he gets 2 hours to get the alcohol out of his system before being tested.

He was more drunk 2 hrs earlier before the test was performed. Allowing 2 hours for the blood alcohol level to drop means at least 2-drinks worth was processed. 5 days of jail, 6 months without a license, courses, and 5 yrs probation.

If the test was immediate and he blew a 0.08, that's a different story.
