If the policy is for the officer to get permission to fire at a suspect during a situation such as this, the policy needs to be reviewed and changed.

Sounds like the officer in question was making a "business decision". Not shooting is easier than shooting, and having the possibility of a mistake come back nad haunt him.

The officers inside though.... spending 13 minutes discussing the situation. It was not tactically complex or difficult. Breach the door, even if it is locked, hi-lo entry, kill the gunman. These guys were plenty tough when roughing up unarmed civilians, but when the situation has even a hint of danger.......their stones shrink to peanut size.

If I were facing a kid with an AR-15, I think I might be pretty hesitant to run in all Rambo style too. Especially for a small wage, with minimum training.
