In terms of a harm reduction approach to vaccination rollouts, NZ and Australia wouldn’t be as high a priority since they took swift and early mitigation measures and don’t have the widespread community transmissions and hospitalization strain as most other countries......

So why did Australia and New Zealand start Vaccinations so late?

Because they have a handful of imported cases per day at most, as opposed to other countries with no testing and high cases numbers also starting late?

I'm from Australia, I know why we were so late. :) Just the tone of the article was so different compared to one here about Japan a few days ago. No 'late rollout', 'lags behind many other countries' here. :)
