If you don't ask the people, you'll never know how they feel. Being split isn't always bad. It means that recreational use is out, but medical use would probably pass.

I think Guam is the first "country" in Asia Pacific, so it can't be New Zealand, unless I'm misunderstanding something.

Canada legalized and the result was less criminals in the system. The country didn’t go up in flames or become suddenly unproductive.
