The shortage of food has occurred in North Korea since 1990s.

"Focus on food" means that Kim the Fatter will focus on feeding himself and (to a lesser extent) his cronies.

The preamble to the North Korean constitution states the goal of unifying the Korean Penninsula under Kim/DPRK rule. If you really think that the whole penninsula run by KIm is going to any kind of a "force" you're kidding yourself. That's one reason that South Korea would never ask the US troops to leave.

His cronies actually do very well, which is why systems like this work. It is not like the Kim clan against everyone else; there is a large elite that benefits from the system.

I threw the article on cement plants in to show how DPRK, while embargoed by the US, has perfectly normal commercial relations with many nations of the world. The last article is to show that China does not adhere to any of the UN resolutions regarding DPRK. In fact many Chinese producers use DPRK as their factory floor. Goods that say Made in China on them are often made in DPRK. DPRK has in fact become one of the worlds largest manufacturers of watch movements. Even Swatch has been known to buy North Korean movements for their watches.
