The question here is, does Putins' war empower other dictators to lash out at the West and Asian countries?

Probably not. DPRK has their own unique priorities and their own calendar to pursue these priorities. If anything motivates their provocations it is being ignored or dismissed by ROK and the US.

The question here is, does Putins' war empower other dictators to lash out at the West and Asian countries? Understandably, South Korea has a new booby in power and has recently caused a stir with his Trumpy style line of communication, however with the war in The Ukraine, other leaders who wish to blast off missiles around the world may feel it's within their own best interest to shoot off a few bombs as the new norm.
