Kapuna read the entire article. It clearly says that the Northern boat wasn't directly targeted. If it were, it would be lying on the bottom now.

This is a common negotiating ployby the North. Prior to beginning talks, they ramp up tensions so that they can negotiate Southern concessions in exchange for calm instead of for any real concessions on their own part.

Rumor has it that the "Boy General" has been disposed by Hwang Pyong So, director of the Korean People's Army. He hasn't been seen for a month. His attendance or absence at the National Day celebrations this Friday should be a good indicator whether something serious is actually up.

The armistice agreement never specifically addressed the contiguous waters between North and South Korea. At the time, it was assumed that the boundary established at the cessation of hostilities (the 38th Parallel) would extend outward into the sea off both coasts. Although this is true for the East Coast, it is not the case nor feasible off the West Coast because of the meandering coastline and countless islands in the region.
