The president used the occasion to call on Congress to strengthen gun laws, including requiring background checks on all gun sales and banning assault weapons.

The Parkland shooter passed a background check, despite documented mental health issues. As did the shooter at Virginia Tech. The problem is that not all mental health information is required to be entered into the relevant databases.

Despite laws prohibiting people judged mentally defective or having been committed to a mental institution from possessing a firearm, gun buyers are seldom turned down because of mental illness. From 1998 to 2014, about 1.4% of the roughly 1.2 million background checks that resulted in a denial were because of mental illness.

I agree with universal background checks. They need to be improved, though.
