If 80% of the people are vaccinated, then why would they need to quarantine positive visitors?

@cla68, isn't that obvious?

There is no such thing as being 100% safe even if you are fully vaccinated. You can still get infected. Not to mention vaccine shot eventually will lose it's effectiveness depending how much time has pass. Then you have 20% of the population too that isn't vaccinated. Is best to quarantine them. Better safe than sorry.

80% fully vaccinated? My bet would be that they do not have a social media driven campaign to feed the populace false information.
