How does that work?

Basically a member of Congress can communicate with someone who is in Washington and tell them how they want to vote on a particular bill. This member can then cast the physical vote for both them and the people they are acting as proxy for.

It's kinda silly, considering that with modern telecom devices and situations it would be ridiculously easy to just record all votes electronically via video conference links, but I'm guessing something in Federal law requires physical votes to be cast or something, so this is the workaround.

Trump shames, criticizes, bully's, and says 100's of things that make this comment pale by comparison, yet his supporters hypocritically defend him to the end.
