Who are we to criticise what policies are installed in countries that aren't our own, however much our own consciences might be offended

In the present story it is not "we" who are criticising this alarming move - it is elected politicians in Duterte's own party. And they are being punished for merely expressing opposition. If The Philippines ever did have any semblance of democracy, let it be known it is now non-existent.

one of Duterte’s top legislative priorities is a bill to lower the age of criminal responsibility from 15 to nine.

Nine years old?!

Duterte has already implemented the death penalty in the Philippines. The only difference this time round is that it is conducted without trial in the streets and homes of citizens who may or may not be guilty of crimes.

Duterte is only carry out his election promises, the people back him. Many other countries use the death penalty as a deterrent, others actually carry it out --http://drugabuse.com/the-20-countries-with-the-harshest-drug-laws-in-the-world/ -- Who are we to criticise what policies are installed in countries that aren't our own, however much our own consciences might be offended.
