When Civil Unrest happens any where the best way to Isolate it is by Marshal law

The President was Voted in By the Majority system.

He Got sick of Paying the Rebels group for Peace . It was Decided to take the Mute Brothers to prevent more murders in the Name of Allah In the Philippines are various groups of Muslims that live peacefully with the Catholic majority . It only took a few locals with support from overseas fighters to turn a country into turmoil and war.

The major problem was the governments forces had a problem of all the people trapped that were not part of this conflict that has gone on for centuries

Although Duterte is a real piece of work it usually takes a dictator to eliminate or keep islamic militants in check. Certainly removing Sadam Hussein has should have taught us something.

Duterte as portrayed in the media (pls. see link) only highlights his rough , unpolished talking style like the nauseating 'rape' talk.

However if one happens to accidentally see real news on the ground , like him making it mandatory to let taxi drivers wait and see their lady passengers already inside their home before leaving then all these one faceted hyping of the opposition controlled media just naturally unravels in its own gravity.

Part of what you mentioned is actually a competing theory of democratisation. This view states that you must first educate with etiquette, humanism and tolerance, and rule of law and independent judicial. Then a free press, free economy, and property rights. Then elections. In either case, the ruler is supposed to use the rule of law and nature's law (interpretative). The judicial would determine guilt, not executive (and hence a trial).
