Definitely, this guy knows he's in trouble, and tries everything he can to escape justice.

Duterte knows his days are numbered and he can't take back the massive crimes against humanity he's committed. He's pulled out because he knows he'll be found guilty, and so now he can say he doesn't recognise the ICC's authority. This is a man praised by Trump and Abe, among other would-be dictators and human rights' violators.
