It is not the money that can no longer enter, it is the people.

This will test the US military freedom of navigation thingy. They can come and enter willy nilly in Japan, so I guess the Philippines is the same.

This is probably the best policy for now but it could give dictator Duarte an excuse to commit his abuses some more.
