China has far more pressing issues. If it's not maintaining it's flagging economic growth rate, preventing environmental disasters or building islands in international waters, right now preventing its stockmarket crashing is number one.
Reining in their improverished neighbours is not a priority.

Operating broad-range loudspeakers is an aggressive step. Strong loudspeakers noise is something that severely disrupts life, regardless of the contents of the noise.

It would have been nice if China hadn't intervened in the Korean War on the side of North Korea, we wouldn't have to deal with this now.

The fact South Korea tried provoking them is stupid if they wanted to keep their equipment safe
