The US has already declared that the Russians will create a false flag inside Ukraine, and even claims to know when (by Tuesday or so). Either the CIA knows all of Russia's plans or they are setting it up themselves. Considering the CIA failed to know that Kabul would fall in a few days, or that the USSR was on the verge of collapse - things any taxi driver could have told them - I find it hard to believe they suddenly have a bug directly in Putin's ear.

Russia can have as many troops on the border within its own territory as it likes. Doesn't mean they are going to invade. The West especially the US are the ones almost willing a war to take place.
