Russia has huge reserves of oil and gas.

Both states are run by authoritarians, one 'for life', the other until 2036. Their systems of authoritarian capitalism are similar.

They are a logical pairing, a dream team for climate change deniers and those favoring authoritarianism.

Because Putin refused to rule out a future Russia-China military alliance, Russia cannot be counted as a force to counterpoise China's pressure as hoped for in Vietnam's 2019 Defense White Paper.

Accordingly, Vietnam can decide either to maintain its political dependency on China as it has been since the collapse of Soviet Union in 1991 for vulnerability and anxiety or to abandon Communism and join the QUAD for national security and prosperity.
